The Horn of Afrika Groundwater for Resilience Project — Somalia (Abaartire) is a US$30 million initiative financed by the World Bank’s International Development Association (IDA) and implemented by the Ministry of Energy and Water Resources (MoEWR) of the Federal Government of Somalia. The project is designed to provide durable relief from cyclical drought and chronic water scarcity.

Mission

Sustainable Water for Sustainable Development

Abaartire’s mission is to increase the sustainable use and management of groundwater by Somali communities. The project focuses on borderland and climate-vulnerable areas where repeated climate shocks, displacement and weak services have left people highly exposed.

Abaartire directly targets around 185,500 people in water-insecure agro-pastoral communities across Somalia.

Approach

The project aims to move groundwater from an emergency coping tool to a driver of long-term resilience, stability and local development through the following three interconnected areas.
